rejoint un cercle révolutionnaire fondé par Mark Natanson, élève de l'Académie médico-chirurgicale et futur narodnik et socialiste-révolutionnaire de renom. Le cercle prend rapidement de l'ampleur et est baptisé « Cercle Tchaïkovski » en son honneur. De nombreux révolutionnaires célèbres en sont issus : Sofia Perovskaïa, Pierre Kropotkine et Sergei Stepniak, entre autres. Il est arrêté en 1871 et, à sa libération, émigre aux États-Unis — où il sera influencé par les idées de la Construction de Dieu. Il organise plusieurs associations et communes aux États-Unis et en Europe. En 1904, toujours en exil, il adhére au Parti socialiste-révolutionnaire. En 1907, il retourne en Russie avec l'intention d'intensifier son action révolutionnaire, mais est rapidement arrêté. Libéré sous caution en 1909, il est acquitté en 1910. Membre de la Société économique libre et de l'Union pan-soviétique des villes, il participe activement au mouvement coopératif et s’efforce de promouvoir la coopération parmi les paysans sibériens. Il est l'un des dirigeants du Parti socialiste populaire ouvrier.\u003cbr\u003eDurant la Première Guerre mondiale, il adopte une position défensiste. Il joue un rôle actif dans la révolution de février 1917 : membre du Soviet des députés ouvriers et paysans de Petrograd, il participe à la conférence d'État et est député à l'Assemblée constituante. Opposé à la révolution d'Octobre, il rejoint le Comité pour le salut de la patrie et de la révolution. Il participe au mouvement blanc et, de 1918 à 1919, il dirige l'administration de la région du Nord (Arkhangelsk). En 1920, il intègre le gouvernement des Forces armées de Russie méridionale sous les ordres d'Anton Denikine. À partir de 1920, il émigre et participe aux activités d'organisations d'émigrés blancs : la Croix-Rouge russe, l'Union pour la renaissance de la Russie, le Comité des zemstvos et des villes russes de secours aux citoyens russes à l'étranger (ou Zemgor), et d'autres encore.
